painting over wallpaper

Painting over wallpaper BORDERS???

I know all about using a special primer over wall paper in order to paint over it, but what if there's a border on the wall? Will there be a visable difference between the wall where there wasn't paper and where there was?

my husband is a painter u will have to take the boarder off and the glue before u prime the wall or u will see the difference. good luckk take the boarder off 1st.
